Any touch or overlap with the city area earns the full points. Missing it earns zero. You can change your circle size until you lock in your guess.
You know Dubrovnik is on the Adriatic coast, but you are unsure exactly where. A 500 km circle earns 3 points if it reaches the city. Shrinking it to 100 km offers 6 points, with less room for error.
